A meeting of the Bristol View Homeowners Association (BV HOA) Board was held December 3, 2009 at the home of Marilyn Steane. In attendance were Warren Knapp, Gloria Wilner, Marilyn Steane, Fred Weber, Bert Stanley and property manager, Bill Tomlinson.

Minutes of the previous meeting were reviewed and approved as written.

After a final review of the proposed 2010 budget and an updated Reserves Projection worksheet reflecting what we have learned about the expected useful life of driveways and other concerns, it was agreed that we can limit the increase in the monthly assessment per home for the year 2010 to $205 from the $200.00/month rate in 2009. Bill Tomlinson will mail the required announcement letter to all Owners and email the budget and reserve projections.

Some of the issues related to the 2010 budget discussed by the Board were the following:
 - In 2010 all BV HOA driveways will be re-sealed.
- No decisions can be made regarding the future of the fences in Phase I until the Town of Perinton completes its revision of the town code regarding fences.

 - While we saved a considerable sum by having Fred Weber and Bert Stanley volunteer to plant the entrance gardens last year, we will defer deciding what to do in 2010. The Board will consider asking Chris Andrews to give us a bid for the work.

 - It was agreed to have Bill Tomlinson inquire of the property manager for the Woodcliff Terrace town homes the extent of the Reserves they have set aside for repaving of their portion on Woodcliff Terrace. That portion of Woodcliff Terrace is, in our opinion, in need of attention in the next few years. Our concern is that, since they had inadequate reserves to cover replacement of their roofs last year, we want to know to what extent we may be at risk when they repave their street.  Our HOA pays 11/54th of the cost of maintaining that private road since our 11 residences on Woodcliff Terrace share use of that road with the 43 town home residences..

 - It was agreed to execute a 3-year program to remove approximately 45 badly overgrown evergreens remaining between homes. Fred Weber will decide which are most in need of removal and coordinate their removal in each of the 3 years.

On a review of the proposal by attorney Paula Lapin, on the most appropriate way to make changes to the Declaration of Protective Covenants, Conditions, Restrictions, Easements, Charges and Liens (Declaration) and the By-Laws of the community accessible to Owners, it was agreed that the community website will be revised to display each of the original documents along with an addendum of changes made to those documents by the BV HOA Board.

In accordance with the Declaration, it was agreed to formalize the membership of the Architectural Committee as consisting of 3 members, the VP of Architecture, the VP of Landscaping and the Treasurer.

The Architecture Committee, with the approval of the Board, voted, pursuant to Section 7.08 of the Declaration, to institute penalties for non-conformance with the architectural and landscaping rules of the Board. All rules shall be enforced by giving the Owner an initial warning and request to comply. Subsequent violations will carry a penalty of up to $100.00/day/ or 1/2 f the monthly assessment per day which ever is larger.

The BV HOA Board also voted, pursuant to Section 5.11 of the By-Laws, to institute penalties for non-conformance with By-Law rules promulgated by the Board. The penalty for non-conformance shall be the same as those enacted by the Architectural Committee.

The next meeting of the Board was scheduled for 2 PM on April 13, 2010 at the home of Fred Weber.
