Minutes of the Annual Meeting

After the social gathering, the meeting was called to order at 7:30 PM by Gloria Wilner, Board President. In attendance in addition to Gloria Wilner were BV HOA Board members Bert Stanley, Warren Knapp, Marilyn Steane, and Fred Weber. as well as Bill Tomlinson, our Managing Agent. 

 Minutes of the previous year's annual meeting were revised slightly and approved.

Gloria Wilner made introductory remarks and introduced new residents of our community.

Elections
As no other candidates presented themselves for election either by mail or by nomination at the meeting, Fred Weber and Bert Stanley were re-elected to  3-year terms by voice vote.

Architecture Report
Marilyn Steane covered the need for residents to submit an Exterior Improvement Request form for approval before making any exterior changes to their homes.

She also covered the new standard replacements for exterior lamps, garage door, and Phase I cedar shakes
Exterior Lamps of the two approved sizes can be seen now at 24 Bristol View Drive (BVD) and 22 Spruce Ridge (SR). The new garage door can be seen at 24 BVD and the vinyl cedar shakes can be seen at 16 BVD and 24 BVD. All three are presented on the community website at www.bristolview.org

On a question from the floor, it was pointed out that the Town of Perinton is revising its fence ordinance so no decisions will be made on a replacement for the fences until the outcome of that process is known.

On Social Events, Marilyn pointed out that the annual eyebrow picnic was a great success with record attendance.
Upcoming events include a TGIF party on October 16 and the annual Holiday Party at green Lantern on December 17th with the donation portion of the price being donated again this year to the St Joseph's Neighborhood Center.

Landscaping Report
Marilyn Steane covered the need for residents to submit an Exterior Improvement Request form for approval before making any landscaping changes to the property around their homes.

Fred Weber also asked that if the weather remains dry it would be appreciated if residents would give the plants around their homes a good watering as Fall comes on to enable them to go through the Winter in moist soil condition.

He also pointed out that if during winter months you want your newspaper delivered to the mail slot under the new mailboxes, each resident must call the D&C individually.

On a question from the floor, Fred pointed out that we changed from the planned Thursday mowing schedule to Wednesdays because with Thursday being trash and recycle pick=up day, there were too many lots where these items were being left on the grass either by the residents or the pick-up crews.  The standard mowing day is now Wednesdays, with Thursday as a backup.

On another question regarding garage sales, it was pointed out that the formal documents do not prohibit garage sales when the sale remains contained within the garage with no exterior signs. No exterior signs of any type are permitted in the community with the only current exception being for "estate  sales."  The Board is working on, but is currently divided on a proposal for a single annual community-wide garage sale day. A decision will be forthcoming in future months.

Financials
Warren Knapp reviewed the first 6 months'  f inancials pointing out that the Special Assessment in June was the source of funding for the entrance garden sprinkler systems, driveway and Spruce Ridge paving and the new mailboxes. 

A discussion followed where Bill Tomlinson discussed the Reserves Projection sheet mailed along with the announcement of the meeting. This projection is a "best guesstimate" of the Board as to future expenditures for items covered by the Reserves fund and is subject to change as conditions require. Big unknowns at this point include whether or not we can restrict landscaping replacements to the planned levels and the accuracy of the 2014-scheduled repaving of all driveways except those already done in Phase I and repaving of lower Woodcliff Terrace.

Gloria gave closing remarks and the meeting was adjourned.
