The annual meeting for 2006 was held on June 12 at Casa Larga. All
board members were present, as well as managing agent Bill Tomlinson
of Northcoast Corp., and Pat Fasano and Chris Andrews of PDF Property
Maintenance Inc.
President Gary Aron began by welcoming all attending residents, with
a special welcome to new residents.
Approval of the minutes of the last meeting was requested and
received. It was agreed that in future the last minutes will be
posted and/or sent out prior to the annual meeting.
Gary mentioned an article about homeowners' associations where the
boards are very fussy, adding that "we are not here to give people a
hard time."
Marilyn Steane spoke on behalf of the Good Neighbor Committee,
reviewing its purpose. She noted this year's spring event would be a
docent tour and luncheon at Fairport's recently restored DeLand
House, also known as the Green Lantern Inn, chosen by the RPO as its
fundraiser for 2006. In addition, she reminded us to "save the date"
of August 20th for our annual HOA picnic.
Bill Tomlinson was asked to give a summary of the treasurer's report.
He said that the reserve fund balance by the end of 2003 was only
$733. A special assessment of $300 per house in 2005 and an increase
in monthly charges in both 2005 and 2006 have helped to restore our
available cash flow balance to its current level of approximately
$10,000. Whatever amount is not needed for expenses reverts to the
reserve fund. It was suggested that from now on the annual audit and other
financial statements be posted on our website in advance of the
annual meeting.
Bert Stanley reviewed landscaping guidelines. It is important that
neighbors be consulted before any further plans are made, so that
plantings are neither an obstruction nor an eyesore. He urged that
new plantings be placed in, or as extensions of, existing beds,
facilitating mowing and other maintenance. Vegetables in front lawns
are prohibited. Gutter cleaning on an annual basis is the
responsibility of owners, to prevent more costly repairs. Those of us
with homes enhanced by large trees are urged to keep them healthy by
providing extra watering in times of dry heat.
John Flowers spoke about rotting window frames; warranties are good
for ten years from installation. If you are enclosing your screened-
in porch, be sure to insulate both the ceiling and floor.
Gloria Wilner talked about her development of a list of "vetted"
contractors, whose services, names and addresses are on our website.
Some are willing to give discounts by volume; these are noted on the
list. No painters are listed and she asked for recommendations. If
anyone does not have computer access, the list can be furnished on
request.
An election was held to fill three vacancies on the board: John was
resigning at the completion of his term, and both Gary and Bert--
whose terms were ending--chose to run for re-election. There were
four candidates and the winners were Gary, Bert, and Marilyn Steane.
The by-laws have been duly amended to revise term lengths to either
two or three years so that the board will never be made up of totally
new and inexperienced members. The determination of which term
applies is based on number of votes received. Gary's and Bert's terms will be three years each,
Marilyn's two years.
The annual meeting was adjourned. It was followed by a brief meeting
of the board, at which Marilyn was welcomed and agreed to take John's
place as architecture representative. In response to a request that
we look further into having front paths shoveled whenever snow
plowing is done, she offered to check with the association at
Colonial Heights to find out how it is done there without additional
charges for the service.
The next meeting of the board is in August on a date and at a
location to be determined.
