Minutes of the HOA Board Meeting

Meeting was held April 12, 2006 at 2pm at the home of Gary Aron.
Present were: Gary Aron, Warren Knapp, Gloria Wilner, Bert Stanley, John Flowers, Bill Tomlinson, and Pat Fasano

1.  Gary expressed his satisfaction with the cooperative participation of all board members, enabling the board to function with maximum efficiency.

2.  Minutes of the March meeting were accepted.

3.   Landscape issues: Action list has been initiated for the 2006 Season. If you have landscaping issues or concerns, please contact Bert at 385-6775.

The board has determined that outside maintenance does not include  the removal of leaves or other debris blown under deck areas, and  that this is the responsibility of the homeowners.

It is necessary to ascertain whether utility boxes at the entrance to  Bristol View Drive are owned by the association or by the town of  Perinton, in order to determine how camouflaging might be done with  fast-growing plantings (e.g. forsythia)

It was agreed to remove the low wall to the left of the entrance to Bristol View Drive since it is a maintenance headache; constantly needing repair and to regrade the area into a normal garden bed.   Stacey Estrich (of Backyard Secrets) will be consulted about specific plantings for the area.

4.  Architecture: residents are encouraged to clear their gutters  periodically, especially downspouts. Gutters and downspouts are the responsibility of the homeowner; any blockage in the take-away portion is the responsibility of the association. The use of gutter screening devices is being researched.

Front path shoveling of snow is provided by the Fasano company, for an annual fee of $85, which means shoveling at every driveway plowing occasion. Given that an average number of plow days is twenty in a typical winter, the price is just over $4 per trip. Residents who are away in the winter might want to give their homes more of an occupied appearance by having this shoveling done in their absence.

5. Contractors for member services have been researched; those who are willing to perform their work for a reduced group price were contacted directly. An extensive list has been developed and is posted on the homeowners' website . While neither the board nor the association is responsible for work done by any of these, they come highly recommended by at least two sources. It will prove to be useful to all if residents provide feedback on their experience with any of them. Further recommendations are welcome. Where listed, prices are for 2006 and are subject to change.

6. Residents are reminded that any changes of landscape, outside architecture, or outside decoration require pre-approval by the HOA Board. Forms may be downloaded from the website or can be provided upon request. Please note that changes of a seasonal nature or related to holidays (temporary changes)  do NOT require approval. Changes of a permanent nature DO require prior approval.

7. Annual meeting: will be held at Casa Larga on Monday, June 12, 2006, starting at 7 pm with a half-hour of drinks/refreshments. The business meeting will begin at 7:30 pm.

There are three openings on the board; the terms of Gary Aron, Bert Stanley, and John Flowers expire in June. Both Gary and Bert will stand for re-election. Anyone who is interested in running for one of the three openings is urged to do so; forms may be downloaded from the website and will then be made available to all residents by mail.

Absentee ballots will replace proxies. Nominations from the floor are welcome.

The board has decided to amend the by-laws in order to change board terms from 2 years to 3 years. In each year after this one there would be either 1 or 2 openings, not 3. The rationale for this change is to ensure a continuity of experience on the board.

8.  The next board meeting is Wednesday, May 10 at the home of Bert Stanley, at 2 pm.
