Minutes of the BVHOA Board Meeting

In attendance were Gloria Wilner, Warren Knapp, Marilyn Steane, Fred Weber, Bert Stanley and Bill Tomlinson

Reviewed and approved minutes of the last meeting

Discussed resident concern that it be made clear that the BV HOA was not the sponsor of the fund raiser dinner held recently at Green Lantern.  The BV HOA was clearly not the sponsor of the event. If any one was, it would have been the Good Neighbor Committee, which is not a part of the Board.

Re The fall on driveway ice of the resident at 3 Bristol View Drive, the BV HOA, per the HOA document Article VI b, is not responsible for removing ice from walks or driveways. However, it was determined that Bill Tomlinson will take the lead in getting an independent analysis of whether or not there are problems with the driveway involved that need to be corrected.

Re the settling of the owner-installed walk on the home at 1 Spruce Ridge, Bill Tomlinson will have the area studied to determine whether there are drainage problems in the common area that are an HOA responsibility that may be causing the settling of the walk. In general, once a homeowner changes or replaces an builder-provided walk or other improvement, responsibility for maintaining that item moves to the homeowner..

The problem with the rock wall next to 70 Woodcliff Terrace will be corrected this Spring..

The continuing problem of garage doors being left open for extended periods of time will be addressed in the Spring newsletter.Section 1`0.20 of the HA Covenants states that "garage doors are to be kept in a closed position except for ingress and egress." The Board considers it reasonable for the door to remain up while homeowners are doing things that require frequent trips in and out of the garage but otherwise, the door is to remain down.

Bill Tomlinson reviewed the 2008 full year audit report.  The HOA ended the year about on plan with a small amount of excess being transferred to the Reserves account.

Bill will get an updated quote for repaving Spruce Ridge and arrange to have the driveway repairs that were not completed last Fall, done this Spring.

Fred Weber reported that the community-wide trimming of mature deciduous trees was completed during the winter. The overgrown junipers around bases of light poles will be removed this Spring since they restrict repair access to some of the light poles.

Bill and other members of the Board were assigned responsibility for determining (or updating) estimated costs for all the items being considered for inclusion in the special assessment that will be charged later this year.

Bill Tomlinson will email all homeowners who have provided email addresses and call the others reminding them that now that lawn mowing will be done on Thursdays, resident need to avoid leaving trash and recycle containers on grass areas. Had we decided to mow on Fridays, instead of Thursdays, there would have been no fall-back day before the weekend should it rain on Thursday.

The next meeting will be held on Appil 7th at 10 AM at Gloria Wilner’s home.
