Minutes of the Annual Meeting

After the social gathering, the meeting was called to order at 7:30 PM by Gloria Wilner, Board President.
In attendance in addition to Gloria Wilner were BV HOA Board members Bert Stanley, Warren Knapp, Marilyn Steane, and Fred Weber. as well as Bill
Tomlinson, our Managing Agent.  42 residents were also in attendance.

Minutes of the previous year's annual meeting were approved as written.


Elections
   As no other candidates presented themselves for election either by mail or by nomination at the meeting, Marilyn Steane was elected to another 3 year term by voice vote.


Architecture

Marilyn Steane reviewed the need for approval to be requested via the Exterior Improvement Request form (available on our website at www.bristolview.org) for any proposed changes to be made to the exterior of the home, either the home, itself, or landscaping around the home.  It was also noted by a resident (after the meeting) that many residents are leaving their garage doors open for extended periods.  By association rules, garage doors are to remain closed except during ingress and egress of automobiles or for brief periods for other purposes.

Marilyn also presented information on the Good Neighbor Committee, introduced the members of the committee and reviewed upcoming events. See the info on the October 17th TGIF Party on the flyer on our website. There will also be a Holiday Party at the Green Lantern on December 18th, net proceeds to be donated to a local charity, St Josephs Neighborhood Center.  More details on this will follow.

Contracts
   Gloria Wilner noted that our current landscaping and snowplowing contracts expire at the end of this season. After competitive bidding with 2 suppliers submitting bids anda third choosing not to bid, both contracts were awarded for a one-year term to Chris Andrews, with whom many residents are familiar due to his previous work in our community. Because of the increases in cost of doing business and because our previous contracts had very limited annual price increments, the costs will increase by a fair amount although less than the Board thought might occur. Warren Knapp discusses this matter in further detail below.

Finances
   Warren Knapp discussed the 2007 Audit Report and the first 6 months, 2008 Financials.. As of June 30th, we are slightly better than the 2008 budget
He also discussed the fact that the two new contracts will increase the monthly cost to each residence by about $12.00/month   In addition, we have been incrementing the Reserves contribution by $4.00/month plus the cost of inflation each year to slowly rebuild the Reserves balance to where it needs to be to cover already identified future expenses.

    Warren also reviewed additional investments the community needs to make beyond those anticipated in Reserves projections including the approved entrance garden irrigation systems, the need to replace a few degraded driveways and walks,  to, for the first time, trim back all large deciduous tress in the community, and replace mailbox stands that are seriously degraded.  The biggest single issue, however, is the need to mill and resurface the lower Spruce Ridge private drive which has previously been programmed in Reserves projections for 2014.  It is now apparent that the road must be redone in 2009.   Add in the fact asphalt prices (based upon the price of  petroleum) has nearly doubled in the past year. All of this suggests the need for a modest special assessment early in 2009. Warren's initial rough "guesstimate" for the needs for these unanticipated investments, prior to finalizing the 2009 budget, is roughly $30,000 which implies a special assessment of something in the range of  $360.00 - $380.00 per residence.  This number is subject to change as the 2009 budget is finalized and Reserves projections re-calculated..

 It was suggested by one resident that the Board should consider the condition of the privacy fences between home in Phase I that are now 14 or more years old and beginning to become seriously degraded.

Landscaping
    Fred Weber discussed landscaping issues and our anticipation of better and expanded services from Chris Andrews including a request we've gotten in previous years to move the day of mowing later in the week. Under the new landscaping contract, lawns will be mowed on Thursdays with Friday as a rain date.  It was pointed out that since Thursday is also trash pick-up day, residents will be asked to place their trash recepticles and recycling bins on their driveways and not on the grass beginning next Spring. Fred also reviewed other service improvements incorporated into the new landscaping contract.

  On a question from the floor, Fred said that shoveling of resident walks will still be available under the new snowplowing contracts. However, the price for that service, vailable on resident request,  has not yet been set by Chris Andrews.

Comments
   Some residents expressed pleasure with the work of the Board. It was noted that the prices of our properties continues to rise in spite of the overall housing slump, and that, in part, is because of the way the community is being maintained.
