Bristol View Homeowners Association (HOA) View Prior Minutes Back to Current Minutes
The Bristol View HOA Board met at home of Bert Stanley at 2:00PM. Attending were Bert Stanley, Warren Knapp, Bill Tomlinson, Marilyn Steane, Gloria Wilner and Fred Weber. June Board meeting minutes were approved as written.
Fred Weber presented a report on a number of landscaping and plowing service issues which he attributed to the lack of adequate training and supervision plus the fact that the Head Groundskeeper position apparently was not backfilled after Chris Andrews left. A discussion was held on responsibility when a golf ball strikes a home. The resident is thought to be responsible for repair although, in the case of glass breakage, it was agreed that most insurance policies cover that. It was felt that the golf course had taken the position in the past that they are not responsible as the golf course was pre-existing when these homes were built. Bill Tomlinson reported that while who installed the golf course fences is not clear, the golf course manager reported that they will replace any damaged portions of it at their own expense. On a discussion on the need to repair/repave Spruce Ridge, it was determined that we don't have funds available to do the work until at least 2010, which is what is covered in the Reserves forecast, but that that funding will not cover the need to mill the street before paving. Contractors have informed Bill that repaving without first milling will result in the pavement being higher than the curb and that would shorten the useful life of any such work considerably as well as look poorly. The continuing and increasing number of cases of substantial driveway and walk settling has become a major issue for which there may not be sufficient funding in the Reserves forecast. A number of relatively minor driveway repairs and sealing of prior year's repairs, already approved, will be done this year. Beyond that, an independent appraisal of all other driveway and walk repairs needed will be completed with Bill Tomlinson, Warren Knapp, and Fred Weber participating for the Board. The Board will then have to decide whether all of them can be accommodated within our normal budget process or if a special assessment may be required. On a motion, it was agreed to proceed with installation of underground automatic sprinkling of the entrance gardens at Bristol View Drive and Woodcliff Terrace. Bill will coordinate this project with the homeowners to whose homes the systems will be attached (Brault and Severeynse) and the selected supplier, Irrigation Tech. Bill Tomlinson and Fred Weber will draft for review at next month's meeting requests for quotations for new snowplowing and landscaping service contracts for the ones expiring at the end of this year. It is expected that such a contract will initially be for a one year period with extensions to be considered after review of the first year's performance against our stated service objectives. The next meeting will be held August 26th at 2PM at Warren Knapp's home. The Annual Meeting Prep meeting will be held September 12th at 2PM at Marilyn Steane's home. The BV HOA Annual Meeting is scheduled for September 23rd at Casa Larga. Social and refreshments at 7PM; business meeting starting at 7:30PM.
