The Bristol View HOA Board met at
home of Gloria Wilner at 2:00PM. Attending were Bert Stanley, Warren Knapp, Bill
Tomlinson, Marilyn Steane, Gloria Wilner and Fred Weber.
November Board meeting minutes were
reviewed and approved as written.
Board Member Role Changes
Bert Stanley and Fred Weber have
agreed to swap positions on the Board. Fred will take over responsibility for
Landscaping, a position which Bert held for the past 5 years. Bert will assume
Fred’s prior position as Recording Secretary both positions effective
immediately.
Snow Plowing
Snow plowing problems were
discussed. It was agreed that whenever a Board member hears a complaint that
Pat Fasano has not resolved, they will email Bill Tomlinson so a record of
performance can be kept. Problem discussed included:

need more driveway marker stakes

some driveways were not plowed to their
full widths

while the contract calls for plowing
when there is 3 inches of snow, drifting and other issues make it difficult to
know exactly when plowing is needed.
When any Board member believes
plowing is required, they should call Pat directly. He has typically responded
whenever asked but it is difficult for him to know from where he lives how the
snow is piling up in our community. There were few, if any, complaints about
salting this year thanks to increased vigilance on that issue.
The Board will decide in the Fall who, among members who are here during
Winter months, will be responsible for snow plowing during
Winter months.
Property Transfers
On a review of homes recently
sold, Marilyn Steane will be apprised by Bill Tomlinson quarterly of homes sold
so she can keep “good neighbor” captains informed. HOA Board members
will also get those quarterly updates. All residents will receive updated phone
lists annually either with a newsletter mailing or as part of the annual
meeting preparatory package.
Landscaping
It was noted that there is quite a
bit of snow mold on the grass and damage from the snow mold and the fact that
many residents did not water during last year’s drought. The situation will be
monitored to see whether normal grass growth recovers the lawns or remedial
action is required.
Bill Tomlinson will develop a
quote for automatic sprinkling of the entrance gardens at Bristol View and
Woodcliff Terrace but it is clear we could not get the work done before late
this season since all vendors contacted are already quite busy. Fred Weber will
find an interim solution for the coming year.
The following proposed addition was approved to
the Exterior Improvement Request Form:
"Vegetable plants are not allowed in areas visible from the street but upon approval
by the Homeowner Association, a limited number of vegetable plants may be placed in
the rear of a home only in locations not visible by neighbors.
It is suggested that such planting be done in pots or planters."
Exterior Lamps
Bill Tomlinson will collect
information to see if we can find additional options to the currently approved
exterior lamp replacements.
Financials
1st Quarter financials
were reviewed. Spending was very close to budgeted levels. Bill will take
action to resolve outstanding balances with two residents who are substantially behind on
monthly fee payments.
