Minutes of the 19 July, 2011 Meeting


A meeting of the Bristol View Homeowners Association (BV HOA) Board was held July 19th at the home of Fred Weber with Fred, Warren Knapp, Gloria Wilner, Marilyn Steane, Bert Stanley and Bill Tomlinson in attendance.


Minutes of the previous meeting were reviewed and approved as written.


Issues From Previous Meeting

Bill Tomlinson presented quotes for the refurbishment of the entrance sign and it was agreed to contract with Art Parts Signs, Inc for a replacement high-density urethane (more weather-resistant) sign with a black background and gold leaf lettering to be installed after the stonework around it has been cleaned and sealed. After that, the lighting will be repaired.


On a discussion of what to do about the aging fences between some homes in Phase I, it was agreed that, to determine the scope of the problem, Bill Tomlinson, as part of his review of asphalt conditions, will determine from the residents with fences whether they would prefer that the fence be replaced or removed. No decision has been made on how to proceed to address this issue. 


Other Discussions

Fred Weber discussed the vulnerability of the Board to expensive repairs unless residents take responsibility for repairing eroding stonework around their front entrances.  The Board also discussed the cost to the Association when home owners fail to do other maintenance to their homes such as having their gutters cleaned twice each year. Failure to address these home owner responsibilities can lead to expensive repairs and replacements of walks and walls, the costs of which are borne by the Association.


The Board agreed to give a presentation at the annual meeting on home owner responsibilities to attend to such issues. The presentation will also cover issues such as increasing the size of gutters and downspouts and ensuring that downspouts are actually attached to the laterals to prevent overflows which also cause erosion around walls and walks as well as damp basements. It was also noted that MIG has pointed out to several residents the inadequacy of the gutters installed by the builder given the massive roof areas of our homes. Several home owners have already upgraded some or all of their gutters and downspouts to higher capacity units.


Bert, Fred, and Warren will tour the community this Fall to identify homes where the residents need to take actions and have them notified of their responsibilities as home owners.


Marilyn Steane has worked with the Hadlock Paints to get a better color match between the stain color for Phase I owners who wish to re-stain their shingles and the standard vinyl replacement shingles selected by the Board last year.  Marilyn will also suggest wording to be added by Bill Tomlinson to the community website page to help residents better understand how to get the right exterior paint and stain colors for their homes.


A number of resident concerns were discussed and actions, where determined to be appropriate, were approved  It was pointed out that some owners of homes with sprinkler systems noted that their grass continued growing while we skipped a weekly mowing because most of the lawns were dormant due to the drought.  We never skip more than one weekly mowing at a time and no cases were observed where the lawns got substantially overgrown during the skipped week.


It was noted that home owners living on the two private drives (lower Woodcliff Terrace & lower Spruce Ridge) need to call Suburban Disposal when they are discarding items containing refrigerants (refrigerators, dehumidifiers, etc)  If they are told by Suburban Disposal that there is a charge, the home owner is to call Bill Tomlinson's office who will clarify that such costs are to be billed to the Association, not the home owner. The Frequently Asked Questions section of the community website has been updated with this information.


Fred Weber is working with a local firm regarding better ways to deter deer damage.


In cases where dogs destroy front lawns, home owners are responsible for repairing that damage.  If the homeowner fails to do the repair in a timely manner, the Association will do it and bill the home owner.  No one wants to look out their front window at a destroyed lawn across the street. In  cases where an invisible fence is involved, the home owner will be required to limit the invisible fenced area to the rear of the home.


The annual meeting of the Home Owners Association was tentatively set for September 19 at Casa Larga. Bill Tomlinson will check availability of that date.


The next meeting of the BV HOA Board will be at 2PM, August 23rd at the home of Bert Stanley
